Africa: Leaders Call for Natural Capital Investment

The African Development Bank (AfDB) and the World Wide Fund for Nature (WWF) are calling on world leaders to invest in Africa's natural capital.

To build a lasting prosperity in Africa, we must chart a course for development that conserves and sustains the "green infrastructure

As leaders gathered in Brazil this week at Rio+20, WWF and AfDB are encouraging leaders in both the public and private sectors to invest in Africa's natural capital.

"Africa must rally around this objective, not just because donors demand it, but because it's our responsibility to protect our ecosystems," they said.

AfDB president, Donald Kaberuka commented: "We must strengthen cooperation between leaders, across continents, who share a common interest in fostering economic transformation. Let's make it a reality, together."

Over the next decade, important decisions will be made in terms of large-scale infrastructure, resource planning, and economic development.

Investing in natural capital now will ensure ecological - and financial- security in the future. The AfDB and the WWF call on world leaders to act decisively on a green growth agenda. That agenda includes enhancing ecological resilience and the capacity of natural systems, living within planetary limits and promoting measures of social progress that integrate the value of ecosystems.

The 'Africa Ecological Footprint Report - Green Infrastructure for Africa's Ecological Security' takes a look at the health of Africa's natural systems, as well as its footprint-the surface of land and sea needed to sustain a particular group. Trends in both areas are worrying. Africa's natural systems are under great strain-biodiversity has declined by 40 percent in 40 years. At the same time, increases in population and consumption patterns are projected to double Africa's footprint by 2040.

If Africa continues on a business-as-usual scenario, these two pressures-the reduction of nature's capacity to sustain life, and a more voracious consumption of resources-will impede its ability to sustain necessary and equitable development in the long run, including the provisioning of life's most basic necessities: food, water and fuel.

The good news is that Africa is well placed to act. Many African countries still have a low footprint, allowing them to take on board resource-efficient technologies and lifestyles, circumventing inefficient development pathways taken by other countries.

This means finding solutions that both promote social development and preserve nature. "This report brings home the fact that to build a lasting prosperity in Africa we must chart a course for development that conserves and sustains the "green infrastructure" - healthy rivers, forests, oceans - that supports the economy and society." We must maintain our credibility when we're talking about the environment, we cannot just sideline development." underlines WWF Director General, Jim Leape. "That is what 'sustainable development' is all about. We must find concrete solutions to satisfying both."

For example, coral reefs in the West Indian Ocean are valued at an estimated USD7.3 billion annually. They support coastal and artisanal fisheries, protect coasts from erosion and extreme weather, absorb carbon dioxide, and are the basis of a thriving tourism sector. Investment in green infrastructure will ensure the sustained health of natural systems on which life and livelihoods depend.

While the report underlines some serious trends, it also offers examples of initiatives across Africa, where natural capital is being preserved while social and economic development benefits rural populations.

For example, the lake Naivasha region produces 70 percent of Kenya's cut flower exports and 20 percent of its vegetable exports, contributing hundreds of millions of dollars to the national economy.

Through a payment for environment services scheme, the horticultural industry pays upstream farmers to preserve the water resources on which the horticultural industry depends. This scheme not only helps to preserve valuable freshwater ecosystems, but also benefits small-scale farmers by increasing their yields and income, and ensures a clean, sustainable water supply for commercial farms.

Another example of how smart policy and investment can make a difference is the South African Renewables Initiative. The Initiative, established to fulfil South Africa's Integrated Resource Plan, is channelling international public finance into the development and distribution of renewable energy.

South Africa plans to add 19 GW of renewable energy to the national grid by 2030-going from nil to 14 percent renewables in its total energy mix in two decades. Not only will South Africans have increased access to energy, this scheme will also boost green technologies and jobs in the region. Background:

AfDB and WWF formally entered into a partnership in July 2011, agreeing to initially focus on three areas of cooperation: developing win-win partnerships with emerging economies and strengthening South-South cooperation; catalysing knowledge sharing and knowledge products for green growth and sustainable development; collaborating on energy and water resource management; and climate change. Report: Calif. to get seas rising 6 inches by 2030

The West Coast will see an ocean several inches higher in coming decades, with most of California expected to get sea levels a half foot higher by 2030, according to a report released Friday.

The study by the National Research Council gives planners their best look yet at how melting ice sheets and warming oceans associated with climate change will raise sea levels along the country's Pacific coast. It is generally consistent with earlier global projections, but takes a closer look at California, Oregon and Washington.

Although the 6 inches expected for California by 2030 seem minor, the report estimated that sea levels there will be an average of 3 feet higher by 2100. About 72 percent of the state's coast is covered by sandy cliffs, and the rest include beaches, sand dunes, bays and estuaries.

Seaside cliffs will be cut back about 30 yards over the next 100 years, and sand dunes will be driven back even more, said Robert A. Dalrymple, a professor of civil engineering at Johns Hopkins University and chairman of the group that wrote the report. Coastal wetlands will be able to keep pace for about 50 years, but will eventually be overwhelmed without new sources of sand, and room to move inland.

The report noted that dams hold back about a third of that sand, which once washed into the sea from the Klamath River in Northern California.

Northern California, Oregon and Washington can expect a less dramatic increase ? about 4 inches by 2030 and 2 feet by 2100 ? because seismic activity is causing land to rise north of the San Andreas Fault, offsetting increasing sea levels, and drop south of it. The fault runs out to sea at Cape Mendocino.

Oregon has the advantage of tough basalt formations on much of the coast, but long stretches of Washington are low-lying sandy beaches.

"Anything close to the seas is vulnerable," Dalrymple said.

The most immediate threat over the next few decades will come from periodic ocean-warming El Nino events, said Gary Griggs, director of the Institute for Marine Sciences at the University of California at Santa Cruz, who was one of the scientists assembled by the council to produce the report.

"During those events, sea level is elevated as much as a foot above normal and then we've got typically larger waves coming in with the high tides," particularly in the Northwest, he said.

The report noted that some computer models suggest storms will be stronger as global warming progresses. But Dalrymple said there was no clear consensus in scientific literature, and data from ocean buoys showing waves getting bigger in the Northwest don't go back far enough to conclude that trend will continue.

If a major earthquake occurs beneath the Pacific Ocean off Oregon and Washington, in what is known as the Cascadia subduction zone, that would cause the land to drop, allowing sea level to rise another 3 to 6 feet immediately, the report said. Such a major temblor occurred 300 years ago, but becomes more likely as time passes.

The report was commissioned by states and federal agencies looking for detailed information so they can plan for an accelerated rate of erosion along beaches, bluffs and sand dunes that are already crumbling into the sea. It projected that sea level will rise a little lower in 2100 than the projections currently used by California officials.

"A lot of the data we had before was worldwide data or has the caveat, 'Can't be used for planning purposes,'" said Susan Hansch, chief deputy director of the California Coastal Commission. "It all comes down to the better data you have, the better decisions you can make."

Residents of Long Beach, Wash., are much more concerned about the prospects of a tsunami from a big Cascadia subduction zone earthquake, Mayor Bob Andrew said.

The town is located on a sandy spit at the mouth of the Columbia River, and the dune separating it from the ocean has been growing in recent years, making sea level rise less of a concern, he said.

In Oregon, Greg Sieglitz, a monitoring program manager at the Oregon Watershed Enhancement Board, said they helped sponsor the study to help them evaluate land purchases of coastal wetlands.

Sea levels rise for two reasons due to global warming.

Warmer water expands, which can cause as many as 23 inches of sea level to rise by 2100, according to the Nobel Prize winning Intergovernmental Panel on Climate Change. Warmer temperatures also cause ice sheets in Greenland and west Antarctica to melt slowly, adding another foot or more to sea levels by 2100, scientists said.

Those estimates, however, were for the planet as a whole. Some places will see higher seas, while others will get less dramatic increases.

Globally, sea levels have risen about 8 inches over the last century, but the rate has been increasing significantly, said Griggs.

The report summarized published projections and updated it with an analysis of tidal gauge readings and satellite measurements along specific sites on the West Coast.

PhishMe


Phishing can be a serious problem for businesses, but IT administrators can fight back by incorporating software-as-a-service PhishMe (starting at $10,000 depending on users and service level) into their employee training program. Users are bombarded with malicious emails with specially crafted attachments or links to suspicious websites, and often have trouble recognizing them as being malicious. While administrators can beef up email security to prevent these messages from landing in user inboxes in the first place, they also need to teach users to recognize and not open those messages. It takes just one unsuspecting user to compromise a company, and PhishMe is designed to make employees more aware of the dangers.

PhishMe's training platform allows administrators to send out mail to employees that look like commonly seen phishing campaigns. If the employees click on the link in the message or open the accompanying attachment, they see a notification screen explaining they'd just opened a message sent to them as part of a training simulation. PhishMe provides information about the scam to give the user immediate feedback to help them recognize these types of messages later. The administrator can monitor overall performance and repeat offenders. Through the campaign management portal, administrators can track what employees are learning, and the types of scams they may be more susceptible to.

PhishMe takes a similar approach to Wombat Security's PhishGuru,? our Editors' Choice for antiphishing training, with multiple phishing templates and training documents. PhishMe has a richer interface and offers more in-depth training and reports, but there were several areas that felt a little rough. On their own, the problem spots wouldn't have been a big deal, but considering how well thought-out the rest of the platform was, the issues were jarring.

Pricing is for an annual license and can range from $10,000 to hundreds of thousands of dollars, depending on the number of unique recipients and included service and support.

Prepping the Phishing Hole
Like PhishGuru, PhishMe requires the test domain to be whitelisted to ensure the test messages can be delivered. Businesses planning on running PhishMe will need to work very closely with IT before attempting the project to work around spam filters and other email security products in place. It's also possible to set up the platform to test across multiple domains. For PhishMe, I used a simple mail server with no email or spam filters running.

Once my PhishMe account was created, I received an email asking me to log in and create a password for the platform. I liked the fact that the password had to be 12 or more characters long and be complex. It's a little thing, but considering how often we write about the importance of strong and complex passwords on online services, a service posting stronger requirements than what is considered the norm (6-8 characters appear to be the most common requirement) is always welcome.

Prepping the Bait
PhishMe splits the simulations into "scenarios" and "tests." The only difference between the two seems to be that tests are not tracked by the reporting engine, but it's not clearly explained within the interface. The test may allow administrators to craft simulations and step through the steps without having the results affecting the overall reports, but again, its purpose is not made clear at the onset.

In order to create a scenario, I picked from 30-or-so available templates. The selection is slightly overwhelming, as they cover a whole range of situations, including the generic package delivery notification, a virus outbreak alert, and a security update warning. They are organized in one of the three categories: tricking victims into handing over data, containing malicious links, and attached with malicious files.

The focus is on the template, giving administrators the ability to launch a mix of tests. Considering that many organizations are targeted with scams pretending to be from social-networking sites, I was surprised this wasn't highlighted in the selection. However, administrators can create templates from scratch using the custom builder.

I also thought it would have been nice to see some attention paid to use case scenarios to give administrators feedback on which ones are specifically targeting professional settings. The list of templates were overwhelming as there weren't any sub-categories focusing on the phishing type. In a way, PhishMe felt a little complicated and better designed for an organization with a large IT department that could put in the time and effort to develop and tweak comprehensive training campaigns rather than a smaller one.

I went through the workflow, selecting the type of email template to use and customizing it, choosing and customizing the training material to display, and scheduling when the messages will be sent. After I customized the email, I had the option to send a "test" message to the administrator's account to verify it looked correct.

PhishMe differs from PhishGuru in how the interface is laid out. Wombat took a very compartmentalized approach with PhishGuru, with separate sections for managing recipients, viewing existing simulations, creating new campaigns, running reports. PhishMe puts all the functions into a single workflow: Email, Site, Education, and Schedule. For example, instead of creating lists of users who would receive the test messages in a separate "user" area of the site, PhishMe prompts administrators to create the list as part of selecting and customizing the message.

Under PhishMe, administrators can upload the recipient list using Excel or comma-delimited (csv) files. However, it doesn't allow the user to open an existing list and edit it to create a new one. I was a little surprised at how rudimentary user management was.? If I upload a file and then later decide I want to use only a subset of the names, I have to re-upload a smaller list. If I edit that existing list, it overwrites the list entirely. It would have been nice to be able to modify lists, to be able to select existing recipients and group into other lists.

I selected a template, and found the editing tool allows for extensive customizations, including who it would be from, the subject line, and the actual contents of the message. After customizing the message, I could send myself a test. It took me a few seconds to do so, because I didn't realize I had to hit the + button to add a new field (which also saved the address I'd already entered) before the "send test message" button became active. This particular implementation felt surprisingly clunky in an otherwise snappy interface.

You Gotta Keep Your Sense Of Humor - Talk About Marriage

Either the people in here are depressed or living with someone who is depressed. You may be both! But I found out tonight that you gotta keep your sense of humor, even though this sh!t isn't funny.

Going on 50, H will not go to the doctor to get help of any kind, he won't get out of bed, he won't have sex, he just exists. As a result, I got depressed, that sh!t is catchy! Tonight he tried to start fights with me, yelling at me and whatnot, things he rarely does and I just made fun of him. Like "look at your face! All scrunched up like that, boy you are a handsome man!" and he had no comeback. Usually I take the bait because I am the more vocal and LOUD mouth in our relationship.

Then old grumpy got out of his chair and went to the kitchen for his nightly 5th of rum and coke that he knows I hate but doesn't care. I grabbed a cold bottle out of the freezer and chased his cranky azz all over the kitchen making him jump like a little girl. By the end, his nipples were hard, he had goosebumps on his back and I am pretty sure there was some shrinkage going on down south.

That is how I get him to exercise. One night he got mad and I told him to bite me and as he was walking down the hallway he called me a c*nt. I picked up a stick and chased him around the house in his boxers that kept falling down, trying to nick his knees and ankles, laughing the whole time. I was, he was trying to get the stick.

I think people who live with extremely depressed people and take care of them and love them should get paid money. Real green American money.

Okay, right now I have my ITunes blasting loud like I like it, heavy metal music, evil stuff he hates, subwoofer blowing out air and shaking my room and I know that old man drinking in the kitchen is getting pissed. BOO FRICKITY HOO. You don't get to call me a c*nt and expect me to worry about my music bothering you.

The reason for this message? Disengaging emotionally from someone so dark and depressed is like you are lifted off the floor and grow wings. All these years I would suffer in the trenches with him and got depressed myself. Doing the 180 is not a cure all, but it does give you some great perspective when you can crawl out of your spouses dark and angry brain and focus on yourself and what makes you happy. These people will only get help when they are ready and all the nagging, *****ing, silent treatment, etc. does NOT work.

Just remember who you are inside. Never lose sight of that. Get it in your mind that you will never be able to change them, all of your efforts will be futile and nothing is your fault.

I am going to get up, brush myself off and go live my life. I deserve it, I've been trying to get this azz to snap out of it for 20 years. I should get an award or something.
